C11 Entrepreneur Work Permit
LMIA-exempt work permit for business owners whose business brings a significant benefit to Canada.

The C11 work permit (exemption code R205(a)) lets a business owner run their own company in Canada without an LMIA if the business brings a significant economic, social or cultural benefit to Canadians, such as new jobs, investment or services a community needs.
Under IRCC’s May 27, 2025 instructions, C11 is for business owners seeking temporary residence: you must own at least 51% of the business and actively manage it, show separate funds for the business and for living costs, and permits are usually issued for up to 18 months at first. Work on a C11 permit does not count toward the Canadian Experience Class, so we plan your PR route, often a provincial entrepreneur stream, from day one.

Frequently asked questions
How much do I need to invest?
IRCC does not set a minimum. The investment must be enough to make the business plan credible and deliver the benefits you promise.
Can my family come with me?
Your spouse and children can usually apply to accompany you. Whether your spouse can get an open work permit depends on the current rules, which we check for your case.
We never guarantee approvals. Only Immigration, Refugees and Citizenship Canada (IRCC) makes decisions on applications.
