Provincial Entrepreneur Programs

Start or buy a business in a province and earn a provincial nomination for PR.

Several provinces nominate experienced business owners who invest in and actively manage a business there. Most use a two-step process: you first come on a work permit to run the business, then you are nominated for permanent residence once you meet your performance agreement.

Program status (2026): entrepreneur streams are open in British Columbia (Base and Regional), Alberta (Rural Entrepreneur and graduate streams), Manitoba, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador, Yukon and the Northwest Territories. Ontario’s entrepreneur stream is closed and Saskatchewan’s is suspended. Requirements vary: for example, BC Base asks for about $600,000 net worth and a $200,000 investment, and BC Regional about $300,000 and $100,000.

Frequently asked questions

Can I apply for an Ontario entrepreneur program?

Not at the moment. Ontario’s entrepreneur stream is closed. Entrepreneurs who want to settle in Canada usually look at BC, Alberta, Manitoba or the Atlantic provinces.

Do I need to create jobs?

Most streams require at least one new full-time job for a Canadian citizen or permanent resident, and many reward more. The exact rule depends on the province and stream.

We never guarantee approvals. Only Immigration, Refugees and Citizenship Canada (IRCC) makes decisions on applications.
