International Mobility Program Work Permits
LMIA-exempt work permits: trade-agreement professionals, significant benefit, reciprocal and open permits.
Reviewed by a Regulated Canadian Immigration Consultant (licensed by the CICC)Last updated:
The International Mobility Program (IMP) covers work permits that do not need a Labour Market Impact Assessment, because they bring broader benefits to Canada or come from international agreements. Examples include CUSMA and other trade-agreement professionals, intra-company transferees, significant-benefit permits, reciprocal employment, Francophone mobility, post-graduation and spousal open work permits.
For employer-specific IMP permits, the Canadian employer must submit an offer of employment through IRCC’s Employer Portal and pay the employer compliance fee before the worker applies. Choosing the right exemption code is often what decides the case.

Frequently asked questions
What is the difference between LMIA and IMP work permits?
An LMIA shows that no Canadian was available for the job. IMP permits are exempt from that test for specific reasons, such as trade agreements or significant benefit.
Can I apply at the border?
Some applicants, such as eligible US citizens, can apply at a port of entry. Others must apply online. We tell you the best route for your case.
We never guarantee approvals. Only Immigration, Refugees and Citizenship Canada (IRCC) makes decisions on applications.
